League of Legends download incredibly slow!

So, after I encountered extreme frame rate dropping in my games after the 4.21 patch (from 9 - 30 frames) I decided that the best solution was to re-install League. So, I have encountered another problem, my download is incredibly slow, and the download will occasionally get stuck at a certain percent, and I will have to start downloading from 0% again. It takes approximately 20 minutes for 1%, and I have a completely stable internet connection, I can browse the web and play other games completely normally.

It's been a full day now, and it's starting to get on my nerves, anyone else having this problem? Any suggestions would be highly appreciated!
