[CLIENT] Champion select window active zone during banning

I encountered this bug many times, not sure whether all the times. It happens in the old champion pick (e.g. during Ascension mode and other rotating fun modes) pick during ban phase. When I am not the banning summoner, only lower 2/5 of the champion list window is active. The upper 3 rows of champions are not clickable nor is it possible to scroll using mouse wheel when the cursor is in that zone. When I move mouse cursor over the bottom 2 rows, I can select a champion and use mouse scroll.
