Chinese language spoken for a short time while im in the middle of a game

hello riot

i don't know if this a bug or a sign of a new champion but every time i go and play league i hear a Chinese announcer talking for 4 seconds (on average). even though the announcer speaks English in the rest of the game. and then i asked other people in the chat if they hear it to but they don't .( i have no background music turned on) anyone else has heard this? please respond.
