Not getting silver border from ranked? (Not pre-season)

I was silver 2 before Pre-season even started and i still haven't gotten my border, the link is just showing my summoner name and i just want to know the reason why/i want my border :/

You were ineligible for Ranked rewards if you were banned for any reason up to 3 months prior to the end of the season (between Aug. 10th and Nov. 11th), if you had an active chat restriction when the season ended, or received an MMR Boosting ban at any time during the season or after.
If you've had none of these punishments, or had them outside the required time frame, submit a Support Ticket.
