Pantheon and riven cant cast spells bug

I was playing pantheon and was locked out of my spells after casting empowered e and taking thresh lantern at the same time could recast spells after recalling and pressing e again. https://www.youtube.com/watch?v=VOWhfRhoh1A

on riven im not sure about this one my morgana was running it down so riot decided to make me not cast spells also very good game. https://www.youtube.com/watch?v=I-GlfOF4OA0

bugs happened to about day apart on the same computer not sure if that means anything
