[Need/Collecting More Info] Jhin Deadly Flourish Bug?

I'm still trying to mess around to gather more info on this possible bug to help solve it, if other players could help that'd be great! The Bug as I know it so far: I was playing Howling Abyss as Jhin, Specifically his High Noon skin. The indicator that comes up when you can root with Deadly Flourish (W) was popping up on enemy champions a LOT. Too much, not going away (in fact, refreshing itself on its own), and when I did a test fire of Deadly Flourish (W) on one such enemy (One I was almost certain no one had attacked, or stepped on his E, ect) They did not get rooted! I'm still unsure if its a skin bug, a map bug, a champion bug, or a combination of any of them. But I thought it'd be best to bring it to attention and hope others can help me gather more info on it!
