charachter frozen while game is not

so im having a problem with my games, some times my charachter wont move. first thought was : internet connection, mouse , or pc freeze but while my character refuses to move, the rest in the game still does move, im with my friend on discord and he sees my charcter stand frozen aswel, but i can still talk to him on discord, i can see the rest of all characters move and fight so its not the internet connection i also see the little green arrows when i right click and i can select skills but they refuse to be activated.

this usally lasts from 2 sec, up to 10 sec. i only experianced it with miss fortune so far. you can imagene thats its really ennoying for not only me but also my teammates.

any tips ??
