Weird Client problem (I think It's Client)

So I'm having this weird problem where when league launches, It is partially off my screen. It is shoved in the bottom right corner. I have looking into messing with in game settings, however I can't change any of them because even when I drag Options as far up as it will go, It is still off the screen to the bottom. I'm really not sure what to do to fix it.
