Cant add rune pages, what can i do?

Ive been buying new champs to try them out, but all of them need different runes and masteries. I can add mastery pages, but when it comes to runes, i can only have 2 pages. Is this a new feature? Like, only being able of having 2 rune pages until lvl 30? Hope not, please heeeeelp!

no you can get more RUNE pages but you gotta pay IP for them or RP
