Rylai's Crystal Scepter is not working for EZ's Q
. According to the introduction of Rylai's Crystal Scepter's passive, isn't EZ's Q a damaging ability or spell (even though Q has on-hit effect, and it can spark Frozen Mallet. But does this matter)? Anyway, Rylai's Crystal Scepter is working on 
Twisted's W.
Ezreal's Q doesn't apply on-spell effects and it applies on-hit effects instead.
Gangplank's Q behaves similarly.
ezreals q is basically an auto attack and not a spell think of it that way
The difference between TF W and Ezreal Q is that TF W applies a spell effect on top of being an auto attack, Ezreal Q only counts as an Auto attack (and technically a spell cast for the purposes of things like sheen and Mao passive)
