[Client, NCS] Client lag or dc

When logging into the game, in champ select, ranked or normals(maybe even customs) the whole client is sluggish. There have been multiple ques where im forced to sit there and wait for the enemy or ally to get off zero, just to find out I dodged that game and take a 5 minute penality. This is not my internet, this is definitely a client side issue. Ive tried repairing the client but that didnt seem to fix it. It can vary to a 5 second to a whole minute delay. Ive lost lp and almost dodged more games without even knowing I was about to do so.
