Neeko's W passive is coded to give a stack on landing on the target and the empowered stack counts as a buff to any AA when it's active. This brings the problem that at high AS (2.0+) you can have a normal AA becoming empowered just after firing because your previous attack that landed after that one firing activated the empowered stack and then having a real instant empowered AA after that which consumes the W passive buff. When using rageblade this becomes even stronger since you have a three attack cycle meaning one of your two empowered AA's has a double damage proc.
