The AD Item hotfix, never updated the tooltips
If you look in the store or item sets you see that the tooltips for stormrazor and essence reaver never got updated to have the hotfix changes

Those will likely be fixed with the upcoming patch tomorrow. They usually leave smaller things like tool tips when they implement a hotfix
