[GAMEPLAY] Second Half of warmogs passive not activating (only tested in aram)

When playing a tanky role in ARAM i tend to buy warmogs; as its one of the more effective ways to heal in aram. I have noticed however when playing that no matter the time without attacking/being attacked, the second, more effective part of the passive, doesnt activate and my regen stays around 20-30 hp/sec. Any one else notice this? Or am i the only one using warmogs.
