Game is counting down to load and launch it crashes

After champ selection the game counts down, while waiting for it to launch the loading screen the game shuts down then immediately restarts like someone dodged then gives me the message I am banned for 5 minutes for leaving the game. It does not allow you close client and relaunch allowing you to get back in a game you got kicked out of./.
