Normal Cast Spells Won't Work

Any spell or item that requires 2 clicks to use will not go off for me. For example, If I am playing blitzrank then his Q will not go off unless i quickcast it. And I cannot place wards unless i quickcast the button wards are attached to. Although I can still use single click spells such as blitzcrank W and E without problem, I cannot play with this issue. I tried working with all the setting and only setting everything to quickcast prevents it from happening, but that of course is not a solution, its just avoiding the problem. Uninstalling and re installing the game fixed the problem for me once, but it happened again and now re installing did not fix it. Has anyone had a similar issue or any success solving it?
