Error Message: Connection Failure unable to connect to PVP.net server.

Ive tried many many times to log in, but every time I attempt to log in it takes a ridiculously long time to long in and it rewards me with the same error message every time. Does anyone know how to fix this problem? Ive tried adjusting DNS setting, recalibrating my internet clock, and turning off IP Helper. Nothing so far has worked, please someone tell me how to fix this stupid problem. Thank you in advance.
