Kayle broken - Thunderlords procs after two hits

Kayle is able to "q" and auto attack and Thunderlord Decree proc. If that wasn't the only way for Thunderlord Decree to proc, she can also "e" and then auto attack. Both methods use a single skill ability either "q" or "e" and a single auto attack. It looks like the activation of a single skill counts as two stacks. This is beyond broken.
