Old Version, Patch, Not Online, Login Screen

I know this has been reported previously from what I can tell, where upon loading launch and getting the login screen it advises you that it's attempting to patch to a newer version - then nothing happens when you press OK. Then the login screen indicates you were unable to login because you may be offline - which I can confirm via this message I certainly am not.

Turned off router and modem, restarted, etc. - Nothing. I ran the repair tool within the login screen. - Nothing. Ran Hextech Repair Tool. - Nothing. Made sure my Windows 10 permissions were not preventing it and ran as administrator, including the support pages instructions to complete changes via Command Prompts. - Nothing. Removed Firewalls, both Windows and Webroot. - Nothing. System Restore to a point prior to opening the launcher today. - Nothing. Uninstalled the game, attempting to reinstall. - Nothing. In fact now the installer won't show any progress and just sits there like if I were trying to run a patch but shows no % or progress.

I can see some people have this resolved but nothing has changed for me, and I imagine others. Help?

I'm not trying to complain so much, more to show I've attempted to exhaust everything in hopes it helps - I also want to know if this has been fully resolved or is now an isolated incident.
