random champs dont show on ranked match

when i play a ranked game when we come to the select a champ there is always one ore more of my champions that is not showing. most of the time they are on the free to play pick. here is and example this free to play runn i cank pick graves or karma even tho i won karma and last week¨s free to play rotaiton i coudnt play hecarim.
