My game not launching

is the game launch considered the patching? Because i can see the patches happening, and then i keep getting the user agreement show up. I click on launch, and then nothing happens. The game is suppoused to load up afterwards but it aint, im just stuck on that page, but the launch botton is grey so is not like i can press launch again. Is like its stuck tryinna load up the log in page into the game.
