Attack move on click is bugged

Attack move on click is bugged. Before 6.10, attack move would search for a target first and prioritize attacking first before moving.

Now, it seems to move first then attack. Sometimes it doesn't attack at all.

This is counter-intuitive and broken. Please fix.
