Bug that makes my champion unable to move and type in chat

I've had about 10 games where right around when minions spawn Jinx just stops and I can't move. The game still goes on, I can see everything happening, but I can't move or type. I still see the movement arrows too when I click. When I DC and then reconnect, the problem is solved and doesn't affect me at any other point of the game. What even causes this issue?

I swear to god if this happens to me in combat I'm deleting system 32.
