[GAMEPLAY] Sunfire Cape Procs Manaflow Band but Does Not Proc Rylai's

Manaflow band reads: "Hitting an enemy champion with an ability permanently increases your maximum mana by 25..."

But Rylai's Scepter reads: "Damaging Spells and abilities reduce enemy movement speed by 20%..."

And Sunfire Cape reads: "Deals X magic damage per second to nearby enemies..."

Sunfire cape procs manaflow band but not rylai's, and I'm unsure which is intentional or not because they have the same wording (the hitting/damaging ability keyword). Sunfire cape in particular says it just deals magic damage, but doesn't specifically say 'ability' (which if I'm correct means champion spells, not item effects) so it would be helpful if this was either consistent for these items, different wording is used, or this is bugfixed.
