Keeps saying "Can't create a lobby right now, please exit the client and try again"

Anyone else getting this? the play button goes gray and displays this message, sometimes it will only last about 30 seconds and then others it will stay this way until i restart the client. however when it lasts a short amount of time, it seems to happen every couple minutes. im on patch 8.17 and im getting this every couple minutes. I basically have to create a lobby right away if i plan to stay on the client to do anything before i play. Anyone else getting this? and is there a known fix?
