IP Points Deducted for new rune page, no new rune page

I recently tried to purchase a new rune page with IP points. I had over 6300 IP points, and could afford it. I tried to buy it in the store, and encountered an error, stating my request could not be handled. Shortly after, I notice my IP points were deducted by 6300, I now have under 1000 IP, and yet I do not have access to the extra rune page I tried to purchase.

I appreciate any assistance in this issue on how I can get my IP points back or obtain that new rune page.
