[Gameplay Bug] Victor-Upgrade before skilling a skill

If you upgrade a skill via Victors Hex-core before actually leveling the skill to level 1 the upgrade is gone but wont work. Also you wont be able to upgrade it again.

How i got it: ARAM-Game Havent skilled yet. Buy Hex-core upgrade right away. Now you first have to assign the Hex-core "upgradeskill". Put it on death ray. When you now skill your skills as usual, you wont have an upgraded deathray(at least i didnt have one) and also cant upgrade it again.

I sadly couldnt reproduce the bug. I didnt get victor again in aram.
