Cannot select or see summoner spells

I cannot select my summoner spells in champion select, and I cannot use summoner spells in game.

I've restarted my client, restarted my computer, reinstalled the client. The problem is with the account itself. i've logged into my other accounts and the summoner spells work fine. {{summoner:36}} {{summoner:35}}

please help T_T
