I'm not sure what causes this, but the same thing happens with Vi's Q from time to time unless they fixed it and I didn't notice. It seemed to happen when I used a spell right as I was binded or silenced but I was never able to recreate it to be sure. But I found if you just leave the game and come back it resets everything and it should work. Again this is assuming its the same problem as Vi.
