Global Summoning VO Missing in Champ Select?

So, one of the things that I loved most about the new summoning screen was that it really made me feel like a summoner, not the champ I was playing. When every champ locked in they said their summoning VO globally. I felt immersed in the concept of the League for the first time with this. In fact I stopped playing ARAM because of this. However, I've noticed that they stopped speaking globally with this latest patch. Is this intended? Can this be reverted?
