Cannot control champion at random times.

I have been playing league for quite some time and have run into several issues that keep me in bronze. Today in 2 different games I have been unable to use my summoner spells, or auto attack any targets. When I try to type in chat it takes 1-2 minutes to send and I find my champion teleporting to different random locations on the map. Connection is fine, frames are fine, how can I make this stop?
