[GAMEPLAY] Can't see enemy icons or own health bar bug

Loading screen proceeds as normal. One entered, pressing 'tab' to see the enemy and allied team icons and names produces only one (1) random teammate and one (1) random enemy team member. It will show their items. The icons for up to two (2) random enemy team members will show when they are dead. All icons, health, mana, and ult bars are missing. It is impossible to know your own or others' items and death timers. The problem persists through the entire game. In addition, the health and mana bars in the HUD will randomly turn red or all the color will disappear. There is no discernible pattern to this phenomenon. Sometimes it will continue to show the numbers (xxx/yyy).

I do not know how to reproduce this accurately, as it seems to happen at random no matter how long I have been logged on, regardless of team or not, internet connection, and FPS. It can be temporarily fixed by completely restarting the client, although this causes you to leave the game for several minutes. Other members of my team seemed to know what I was talking about, so I can only assume this is not an uncommon occurrence.
