Item POACHER'S KNIFE does not work

The item Poacher's Knife item 3711 does not work.

First off: The smite cooldown does not get halved period. Regardless if smite kills it or not, the cooldown does not get halved and remains at 54 seconds.

Second: The description of hovering over the item, and hovering over the smite summoner ability are different. When you hover over the item it says "Smite a big monster, get the cooldown halved" then when you hover over the smite icon "When you smite a big monster AND smite kills it, the cooldown gets halved". So which is it suppose to be? Does smite need to be the finishing blow or do you just need to smite it period?

Enemy Jungle. The effects only occur if the jungle monster is smited in the enemies' jungle. It's intended to be the premier counter-jungle item, as far as I can tell.
