Shop bug - not opening

Hi so i returned to lol the other day and when trying to get a feel for the game again i noticed that no matter what i did i couldnt access the shop

i was using the correct hotkeys and tried clicking on the shop owner himself, the sound was playing but instead an interface with champion stats opens instead - See video attached.

As far as im aware this only affects me- can anyone suggest a course of action?
