Runes/Masteries/Level Bug

I don't know if this only happens to me but every time I level and unlock a rune slot or a mastery, it will show that I leveled up, but it won't show that I have a new rune or mastery point. I'll have to exit out and re-open league for it to show which gets really annoying when trying to level this account to 30 as fast as possible. Send help.

My problem is a bit different. I was level 17. I finished a match just now and the game congratulated me on reaching level 16...wtf??
