In-game health bar and gold problem (Bug?)

I'm having a problem as of recently where my gold stops going up passively, minions health bars stay the same until they're dead, and champions health bars don't go up or down.

This randomly happens and lasts 2-10 minutes 1-3 times a game. I've tried uninstalling and reinstalling. Not sure what else to do.

Edit Not sure if this has anything to do with it.

My ping is 40-54 on average, and i'm not using WiFi.

It actually started after I played yuumi the first time. I got off of a team mate and I was still in the "invuln" state yuumi is in while on a teammate, yet I wasn't on one. After that I started noticing the bug with health and gold.
