Boundaries

I have a question. I am against hacking as far as a player in any form of match from norms to ranked, especially when causing trouble for other players. That being said though, if someone were to mess around and find things like defects or bugs, breaches in security, or whatever technical ISSUE; would it be alright to do so and report it or would the users all be banned?
