Fast foward lag..

For the last couple weeks I've been lagging (not normal lag though) **my ping and fps are completely fine (constant 40 FPS/50 MS (Ping) but every couple minutes or so my character just stops (usually for around 5 seconds) and then it fast-forwards to the content happening at that moment. ** EDIT: Captured my issue via stream (here is the 20 second highlight of it) : http://www.twitch.tv/punithedk/c/5435987 Examples of what my "lag" looks like in game:

• Minions lose their health bars and continue attacking (aka I can see minions HP dropping and attacking but I can't do anything)

• I will be 1v1ing someone in lane (or team fighting), everything is normal and working and then boom, I can see HP bars going down but can't do anything. The game then fast forwards a couple seconds later, usually resulting in me being dead.

Anyone else having this issue or know of what causes it? It makes the game almost unplayable even though it only happens every few mins. Half of my deaths every game are from this 'fast forward lag.' I have reinstalled league, tried league repair, made sure my drivers are updated etc etc etc and nothing fixes it. Ive never had this problem before and its extremely frustrating.
