Ravenous Hydra does not proc in Sion's passive
I just played an ARAM in which i bought a

, the did not proc on my passive (which is literally the only reason i bought a hydra to begin with).

He gets 100% lifesteal during that mode.
It might be intentional, and for a good reason.

I've had it work for me, must be a weird bug for just you
it works sometimes. other times it doesn't work.
