Bug with getting the free champ rotation

So me and my friends(4) created new accounts on the russian server. After we got level 10 we expected to get the new champ rotation but that wasnt the case. We continued to play and after we reached level 11 we got them..

After that the Riot Support responded me on twitter and told me to write this bug in here.

I hope this get fixed
