[Client] In Champion Select the teleport channel time is shown as 3.5 seconds

When selecting a summoner spell in champion select, the teleport channel time is shown as 3.5 seconds instead of 4.5 seconds.

I hope you realize you said both of them say 3.5 seconds. Look at the title.
