Quinn Harrier Proc Bug

Ever since the change where Quinn is now removed from Valor when affected by non-damaging slows (i.e. Frost Queen's Claim, Lux E, etc.), when you auto-attack cancel on a Harrier'd target, the next attack will be a standard auto-attack without procing Harrier. The subsequent attack after the standard attack will proc Harrier, but Harrier can fall off and be entirely unused during this time.
