Graves Smokescreen Goes on CD Without Actually Happening

When I cast smokescreen on graves, sometimes it will go on cooldown but will not actually cast. I'm not sure if its a skin specific bug, because I use the cuthroat skin. I've had enemies actually notice me cast it, but it didn't actually get casted. This has occurred to me a couple of times.
