Low FPS bug

never happend before but recently (dont know exactly when, somewhere near 8.4, 8.5 patch) i get low fps which is 34.

Everytime i start a game, i have to go setting check verticel sync then uncheck it again to have my normal fps which 150fps

I use 7700HQ , GTX 1070

Plz fix bug.

Updated driver too, but no help
