Mystery Icons cannot be gifted?

I've been saving loads of BE to gift away some Mystery Icons to friends who like collecting them. Riot has made it pretty clear that both Mystery Mini and regular Mystery Icons can be gifted for BE.

So, what's up with that? I can't find the option to even gift them in Gifting Center.
