Connection Issue To PvP.net

For about a month now i have 1.) Been forced to log in twice almost every time i try to log in, 2.) Once i get logged in. I am disconnected from PvP.net just about every 20 - 45 seconds. This has also been happening in champion select causing my game to crash every now and then, Then i am forced to wait the 5 - 15 minutes to play another game depending on what mode i was playing. During the disconnection from PvP.net you can not change your runes or masteries, therefore, If i'm playing an ADC i sometimes have been stuck with tank runes and masteries from a previous game. Ive tried to turn off my firewall for a few minutes to see if it would correct the problem, and nothing. Anyone else having this same problem and have found a way to fix it??? HELP!!!

Yeah, I get the same thing. No responses yet, so I'm not entirely sure if we're in the minority on this.

Edit: I checked out some old forum posts, and noticed that this issue has plagued players before. A fix seems to be stopping IP-helper. This can be done by going to control panel>administrative tools>services> and then stopping IP-helper. You can similarly search administrative tools in your programs search then clicking services and stopping IP-helper. It seems to be working so far, I'll post if I run into anything.
