EUW LoL tribunal link doesn't work?

For the last couple of months I've been wanting to check out the tribunal but every time I've tried it just says can't load or unexpected downtime. Anyone know if this is an ongoing issue or there's a different link I should be following?

Edit: Website on here says I'm lvl 27?... I'm 30 in game. Confuzzled.

I believe the tribunal was taken down for some time, for a revamp. Hope this helps :)

Ahh, that would explain a lot if that's the case. Just seems odd the link is still accessible and using the tribunal is still encouraged within game hints.
