Drop System Bugged?

This time without even realizing it, I've been consuming the chest drops without receiving any chests. I had two drops available and already had two crates (couldn't open them cause key fragments are so damn hard to get ><) and checked my profile to find that the 2 charges of chests were consumed but alas, only 2 chests are in my inventory still. Is anyone else having issues like this?
