Loading screen freezes than riot gives you 20min punishment for trying to recconect

So like its written my loading screen stod still for 10min at 83% when i decided to forcefully restart the game but riot punishes you with 20min waiting time for five fricking times before you can play, plus if you miss the game due to 20min mark it restarts... so yeah.

This is i the 3rd time this happened to me does anyone have same exp / solution to this very annoying problem.
