Sun Disk (Azir Passive) Penetrating bullets not working

Azirs turret has the Penetrating bullets item which means it should be doing increased damage per shot but the tower does a constant damage every shot. If this is intentional, please make a unique item for the sun disk so it doesn't have the same passive as the Penetrating bullets, but if it is a bug, it could make the sun disk much more useful.
